Enactment of this legislation would end the state CHIP Alternative Eligibility program and require citizenship verification for most health and human services programs, resulting in savings of $8,229,000 ongoing General Fund. Implementation would create an expected ongoing General Fund cost of $7,493,700 and $7,600 Federal Funds, which, when offset by the savings from ending the CHIP Alternative Eligibility program and other program savings, would result in net ongoing General Fund savings of $735,300 in FY 2027 for the Department of Health and Human Services (DHHS) and the Department of Workforce Services (DWS). The ongoing costs reflect new FTEs, contract updates, staff and vendor training, and database modifications associated with the verification process. Enactment of this legislation could also result in $146,200 in costs to DHHS, offset by $750,000 in one-time savings from ending CHIP, for a net one-time General Fund savings of $603,800 in FY 2026. Additionally, enactment of this bill could result in $842,400 in one-time General Fund costs to DHHS in FY 2027 for verification program development. Enactment of this legislation could cost the Department of Commerce $1,443,300 ongoing from the Commerce Service Account and $151,000 one-time in FY 2027 for personnel cost to verify lawful residence status for all business and licensing applications.
