Enactment of this legislation would require county sheriffs to provide a voucher of $23 for eligible inmates of county jails to get a Utah Driver's License or identification card. If 160 inmates per year across the state are eligible for this program, it could result in revenues of approximately $3,700 to the Department of Public Safety.

Enactment of this legislation could cost the Department of Corrections $4,500 ongoing from the General Fund in personnel costs to submit additional reporting on financial incentives for inmates and housing status of individuals under parole supervision. It could also cost the Department of Public Safety $24,700 ongoing from the General Fund for personnel costs ($17,500), travel (3,000) and other expenses ($4,200) to travel to county jails to provide identification services to inmates. It could also cost the Department of Public Safety $12,400 one-time in FY 2026 from the General Fund to fund the program upon the bill's effective date for two months of the fiscal year for personnel costs ($2,900), travel (500) and other expenses ($500) and for one-time equipment costs ($8,500).

To the extent that inmates with a jail sentence of at least six months do not have a current driver's license or state ID and request assistance in obtaining one, the sheriff's office will be required to assist them in applying for a driver's license or state ID card. Also, county sheriffs would be required to provide a voucher for payment equal to the cost of a temporary identification card, or $23 per inmate. The total amount, however, is unknown.
