Enactment of this legislation would require county sheriffs to provide a voucher of $52 for eligible inmates of county jails to get a Utah Driver's License or identification card. If 160 inmates per year across the state are eligible for this program, it could result in revenues of approximately $8,300 to the Department of Public Safety.

Enactment of this legislation could cost the Department of Corrections $4,500 ongoing from the General Fund in personnel costs to submit additional reporting on financial incentives for inmates and housing status of individuals under parole supervision. It could also cost the Department of Public Safety $25,000 one-time from the General Fund in FY 2026 for eye machines to provide driver's license services to inmates.

To the extent that inmates with a jail sentence of at least six months do not have a current driver's license or state ID and request assistance in obtaining one, the sheriff's office will be required to assist them in applying for a driver's license or state ID card. Also, county sheriffs would be required to provide a voucher for payment equal to the cost of a driver's license, or $52 per inmate. The total amount statewide is estimated to be $8,300 annually.
Enactment of this legislation could provide a voucher of $52 to certain inmates of county jails without a current and valid driver's license or identification card.
Enactment of this legislation likely will not change the regulatory burden for Utah residents or businesses.
