Enactment of this legislation could cost the Tax Commission an estimated $1,600 one-time from the General Fund in FY 2026 for programming updates to offense tables, related forms, instructions, and processes. Enactment of this legislation could also cost the Department of Public Safety an estimated $40,000 one-time in FY 2027 and $20,000 ongoing beginning in FY 2028 from the General Fund for initial programming, development, and maintenance of a training course related to the personal electric vehicle safety certificate.

Enactment of this legislation could increase fees paid by individuals for personal electric vehicle safety education certification by up to $10 each beginning in FY 2027; the aggregate impact is unknown. Enactment of this legislation could also result in additional fines paid by an estimated 100 individuals operating an electric bicycle without a certificate by $7,700 in aggregate each year beginning in FY 2027; these may be up to $150 each and individual impacts may vary.
