Enactment of this legislation could cost the Department of Health and Human Services $168,000 ongoing in FY 2027 from the Qualified Patient Enterprise Fund for nicotine and tobacco prevention. Additionally, it could cost $400 one-time in FY 2026 and $2,100 ongoing beginning in FY 2027 from the General Fund to manage additional workload managing the new funds. Enactment could also cost the Utah Department of Agriculture and Food $1,512,000 ongoing in FY 2027 from the Qualified Patient Enterprise Fund for issuing the licenses, additional enforcement of specialized product regulation, and to expand and improve testing services.
