Enactment of this bill could increase revenues to the Department of Public Safety to the Department of Public Safety Restricted Account one-time in FY 2027 an estimated $1,952,500 and one-time in FY 2028 an estimated $1,430,000 for the additional cost in licenses and permits.

Enactment of this bill could cost the Department of Public Safety $1,500 ongoing in FY 2027 and $10,000 one-time in FY 2026 from the Department of Public Safety Restricted Account for system programming and maintenance for the new programmatic changes. Additionally, enactment of this bill could cost the Department of Public Safety $1,952,500 one-time in FY 2027 and $1,430,000 one-time in FY 2028 for the increase in processing and issuing licenses and permits. Enactment of this bill could cost the Utah State Board of Education (USBE) $150 per student one-time in reimbursements to a Local Education Authority (LEA) due to a one-time increase in eligible students. It is estimated that this could cost USBE in aggregate $4,125,000 one-time in FY 2027 and FY 2028 from the Income Tax Fund.

Enactment of this legislation could increase one-time costs to Local Education Agencies (LEA) by $385 per student in FY 2027 and FY 2028 to cover the cost of the one-time increase in volume for driver's education classes needed. Of these costs, $150 per student would be eligible for reimbursement from the Utah State Board of Education (USBE), $150 would be covered by individuals who are enrolled in the classes, and $85 would be covered by the LEA. In aggregate, it is estimated that the one-time costs to LEA's could increase one-time by $2,337,000 in FY 2027 and FY 2028, and dedicated credits revenue to LEA's could increase one-time by $4,125,000 in FY 2027 and FY 2028.
Enactment of this legislation could increase costs to individuals seeking to obtain their licenses at earlier ages resulting in a one-time estimated increase in individuals paying fees to Local Education Agencies (LEA) at an estimate $150 per student, paying fees to the Department of Public Safety (DPS) at $19 per permit and $58 per license. In aggregate, individuals could pay $4,125,000 one-time in FY 2027 and FY 2028 to LEA's in students fees, and individuals could pay up to $1,952,500 one-time in FY 2027 and $1,430,000 one-time to DPS for permits and license costs.
Enactment of this legislation could result in a small reduction in the regulatory burden for Utah residents or businesses.
