Enactment of this legislation would repeal five accounts. Two of them have a zero balance. The Wildlife Resources Conservation Easement Account has a balance of $407,900, the Wild Game Meat Donation Fund has a balance of $34,600, and the Colorado River Authority Restricted Account has a balance of $5,258,000. Intent language in this bill transfers the Colorado River Authority Restricted Account balance to the Colorado River Authority of Utah line item. The balances in the other two accounts, totaling $442,500, will become available for a one-time transfer to the Division of Wildlife Resources. Enactment also transfers $1,638,500 ongoing General Fund from the Colorado River Authority Restricted Account to the Office of the Governor - Colorado River Authority of Utah, in FY 2027. This bill transfers $5,000,000 one-time General Fund from the Office of Energy Development to the newly created Energy Development Infrastructure Fund in FY 2026.

Enactment of this legislation would transfer the balance of $5,258,000 in the Colorado River Authority Restricted Account to the Colorado River Authority of Utah line item. Enactment also transfers $1,638,500 ongoing General Fund from the Colorado River Authority Restricted Account to the Office of the Governor - Colorado River Authority of Utah, in FY 2027. Enactment would also make the balance of $442,500 in the two Wildlife Resources accounts available for a transfer to the Division of Wildlife Resources Restricted Account at the end of FY 2026. This bill also transfers $5,000,000 one-time General Fund from the Office of Energy Development to the newly created Energy Development Infrastructure Fund, which is managed by the Office of Energy Development, in FY 2026. Enactment could also reduce costs to the Department of Government Operations by $7,600 ongoing beginning in FY 2027 from the General Fund due to the closure of a net of four accounts. Enactment of this legislation could also cost the Department of Environmental Quality $3,000,000 one-time in FY 2027 from the Electrical Energy Development investment Fund for permitting technology and consultants to implement the new system.
