Enactment of this legislation could cost the Lt. Governor's Office an estimated $673,800 one-time in FY 2026 and $86,000 one-time in FY 2027 from the General Fund for staff support, programming, printing, and mailing costs. The bill could also cost the Department of Public Safety's Driver License Division $8,100 from the General Fund one-time in FY 2026 for programming costs.

Enactment of this legislation could increase local government costs by an estimated $5,700 ongoing and $188,700 one-time in FY 2027 for additional staff support, printing, and mailing costs, and additional costs in 2030 and every five years thereafter. Enactment of this bill could increase revenue to local governments by about $380 per case for fines/fees. Local government entities could experience the following estimated expenditures: 1. Prosecutors $1,160 per case; 2. Public Defense $2,250 per case; 3. County Jails - unknown increase at about $83 per day per offender in incarceration costs; and 4. Local Justice Court - unknown increase.
To the extent that individuals violate provisions of this bill, this could cost certain offenders about $1,500 per case, however the total amount is unknown.
Enactment of this legislation likely will not change the regulatory burden for Utah residents or businesses.
This bill does not create a new program or significantly expand an existing program.
